The application period for the 2021-2022 Hubert H. Humphrey Fellowship Program is now open until 31 July 2020, the Philippine-American Education Foundation (The Fulbright Commission in the Philippines) announced last 13 May 2020.

The Hubert H. Humphrey Fellowship Program is a Fulbright exchange that brings mid-career professionals with demonstrated leadership potential to the United States (U.S.) for a year of non-degree graduate-level study, leadership development, and substantive professional collaboration with U.S. counterparts in fields that are crucial to foreign policy goals. By providing future leaders and policy makers with experience in U.S. higher education, society, culture, and professional organizations, the Fellowship Program provides a basis for lasting, productive ties between Filipinos and their professional counterparts in the U.S. and other countries.

Fellowships are granted competitively in the following priority fields:

SUSTAINABLE DEVELOPMENT

  1. Agricultural and Rural Development
  2. Economic Development/Finance and Banking
  3. Natural Resources, Environmental and Climate Policy
  4. Urban and Regional Planning

DEMOCRATIC INSTITUTION BUILDING

  1. Communications and Journalism
  2. Law and Human Rights
  3. International Religious Freedom
  4. Public Policy Analysis and Public Administration
  5. Trafficking in Persons Policy and Prevention
  6. Technology Policy and Management
  7. Human Resource Management

EDUCATION

  1. Educational Administration, Planning and Policy
  2. Higher Education Administration
  3. Teaching of English as a Foreign Language

PUBLIC HEALTH

  1. Public Health Policy and Management
  2. HIV/AIDS Policy and Prevention
  3. Substance Abuse Education, Prevention, and Treatment
  4. Contagious and Infectious Diseases

Interested Filipino professionals must meet the following eligibility requirements for the Humphrey Fellowship:

  • Philippine citizenship;
  • English proficiency;
  • Possesses a college degree with major in field of specialization with
    excellent academic record;
  • Must be in good health;
  • Must have at least five (5) years of work experience in the field of
    specialization and preferably hold a permanent appointment in the
    current post; and
  • Committed to return to and serve the Philippines upon completion of

The fellowship provides for tuition and fees, a monthly maintenance allowance, book and supplies, and round-trip international travel to the Fellow’s English language center (when applicable), to the host institution, and to Washington, DC for a workshop.
