RESOLUTION NO. 538


WHEREAS, Presidential Decree No. 1, as amended, (Part III, Article IV, Section 2 and 5) created the Career Exectuive Service Board "to serve as the governing body of the Career Executive Service" and mandated to "promulgate rules and standards and procedures on selection, classification, compensation and career development of members of the Career Executive Service";

WHEREAS, pursuant to CESB Resolution No. 90-05 and Circular No. 4, both series of 1990, the Board has adopted and implemented a Career Executive Service Performance Evaluation System (CESPES) as a tool in providing a periodic evaluation of performance of officials in the Career Executive Service;

WHEREAS, the Board deemed it necessary to review the current performance evaluation system including the instrument, mechanics and procedures implemented by the Board;

WHEREAS, the conduct of the 2002 CESPES was suspended until the new instrument for the CESPES is developed and approved;

WHEREAS, the Board, emphasized the need to continue the preparation and implementation of a semi-annual or annual performance evaluation for officials in the Career Executive Service by all departments and agencies of the national government, including government-owned or controlled corporations with original charters;

WHEREAS, the abovementioned premises considered, it is RESOLVED as it is HEREBY RESOLVED, to direct all heads of departments and agencies of the national government, including government-owned or controlled corporations with original charters to implement a semi-annual or annual internal performance appraisal system for officials in the Career Executive Service pending the development of the New CESPES.

RESOLVED FURTHER, that the abovementioned heads of departments and agencies may adopt any of the following performance appraisal instruments:

  1. The existing CESPES form;

  2. Civil Service Commisssion (CSC) PES Form No. 4 or the Performance Appraisal Report (PAR) for the first and second level employees;

  3. The performance evaluation system developed in-house by the department or agency.
