Suspension of the Conduct of the 2002 Career Executive Service
Performance Evaluation System (CESPES) for Officials
in the Career Executive Service


WHEREAS, Presidential Decree no. 1, as amended, (Part III, Article IV, Section 2 and 5) created the Career Executive Service Board "to serve as the governing body of the Career Executive Service" and mandated to "promulgate rules and standards and procedures on selection, classification, compensation and career development of members of the Career Executive Service";

WHEREAS, pursuant to CESB Resolution No. 90-05 and Circular no. 4, both series of 1990, the Board has adopted and implemented a Career Executive Service Performance Evaluation System (CESPES) as a tool in providing a periodic evaluation of the performance of officials in the Career Executive Service;

WHEREAS, the Career Executive Service Performance Evaluation System (CESPES) referred to in the aforementioned circular shall cover all Career Executive Service Officers (CESOs), Career Executive Service (CES) Eligibles, and incumbents of CES positions in the various departments and agencies of the national government including government-owned or controlled corporations;

WHEREAS, CESB Circular No. 4 series of 1990 expressly provides that the Career Executive Service Performance Evaluation System (CESPES) shall be conducted annually and completed within the first quarter of every year, and that the performance of the officials concerned during the preceding year shall be the subject of the evaluation;

WHEREAS, the Board deemed it necessary to review the current performance evaluation system including the instrument, mechanics and procedures implemented by the Board;

WHEREAS, the Board, in its October 8, 2002 meeting, decided to suspend the conduct of the Career Executive Service Performance Evaluation System (CESPES) to give way to the revision and pilot testing of a new CESPES instrument by next year;

WHEREAS, the 2001 Career Executive Service Performance Evaluation System (CESPES) results shall be used and made available for whatever purpose the Board may deem necessary;

WHEREFORE, the abovementioned premises considered, it is RESOLVED as it is HEREBY RESOLVED, to suspend the conduct of the 2002 Career Executive Service Performance Evaluation System (CESPES) until such time a new instrument and mechanics has been developed and approved;

RESOLVED FURTHER, that the Board shall allow the use of the 2001 Career Executive Service Performance Evaluation System (CESPES) results for whatever purpose it may deem necessary.
