WHEREAS, paragraph 5 (a) of Article IV, Part III of the Integrated Reorganization Plan, as approved by Presidential Decree No. 1 dated September 24, 1972 explicity provides that "a person who meets such managerial experience and other requirements and passes examinations as may be prescribed by the Board shall be included in the register of career executive eligibles and upon appointment to an appropriate class in the Career Executive Service, become as active member of the service."
WHEREAS, paragraph 5 (c) of the same law likewise provides that "appointment to appropriate classes in the Career Executive Service shall be made by the President from a list of career executive eligibles recommended by the Board;"
WHEREAS, pursuant to CESB Circular No. 1 s. 1989, as amended, the CES Eligibility Examination given by the CES Board consist of four-stages, namely: the Management Aptitude Test Battery, the Assessment of Managerial Capabilities and Potential or Assessment Center, the Board Interview and the Validation of Performance on-the-Job,"
WHEREAS, Executive order No. 771 dated February 4, 1982 provides that "Graduates of the National Defense College of the Philippines belonging to the civil service, and graduates of the Career Executive Development Program (CEDP) who have not yet been appointed to a CESO rank shall be granted initially CESO Rank V, or higher depending on the recommendation of the ministry or agency head concerned and the evaluation of the Career Executive Service Board..."
WHEREAS, Executive Order no. 400 dated February 11, 1997 also provides that "Graduates of Master in Public Safety Administration (MPSA) of the Philippine Public Safety College (PPSC) belonging to the government service shall be granted the rank of CESO VI with the corresponding salary grade of 25 and other privileges in the Career Executive Service;"
WHEREAS, the Executive Leadership Management Eligibility conferred by the Civil Service Commission or the degrees of Master in National Security Administration and Master in Public Security Administration obtained from the National Defense College of the Philippines (NDCP) and the Philippine Public Safety College, respectively, are not equivalent to the CES Eligibility conferred by the Board;
WHEREAS, CESB Res. No. 154 adopted on October 10, 1997 provided that CES incumbents applying for CES Eligibility, who have completed the Executive Leadership Management Program conducted by the Civil Service Commission, shall be exempted from the first stage of the CES Eligibility Examination process (Management Aptitude Test Battery), and shall proceed to the next stage of the screening process provided there are no pending case filed against them;
WHEREAS, the Board by virtue of CESB Res. No. 204 s. 1998 dated December 21, 1998 accredited the Master in National Security Administration (MNSA) Degree conferred by the National Defense College of the Philippines (NDCP) and the Master in Public Safety Administration (MPSA) degree conferred by the Philippine Public Safety College as equivalent to the Management Aptitude Test Battery (MATB) and that graduates of both programs interested to acquire CES eligibility and CES rank be allowed to proceed to the second stage of the CES Eligibility Examination process, which is the Assessment Center and other stages of the examination thereafter in accordance with existing policies and regulations;
WHEREAS, the Board through CESB Resolution No. 427 s. 2002 dated May 9, 2002 declared that only graduates of masteral degrees, courses and programs where the entrance or qualifying examination is the Management Aptitude Test Battery (MATB) administered by the Board, shall, after the appropriate accreditation process, be exempted from the MATB, which is the first stage of the CES Eligibility Examination process provided that 1.) such graduate or applicant has obtained a passing rate of 80% in the MATB; and 2.) the validity of the MATB passing rate of the said graduate or applicant shall be three (3) years from the time he or she took and passed the MATB;
WHEREAS, on the June 27, 2002 special meeting, the Board decided that an applicant for CES Eligibility who took and passed the CESB administered MATB as entrance or qualifying examination to masteral degrees, courses and programs offered by schools, universities or entities shall be exempted from the first stage of the CES Eligibility examination and may proceed to the other stages of the CES Eligibility examination process without need to graduate in said masteral degree, course or program;
WHEREFORE, abovementioned premises considered, the Board RESOLVES as it is hereby RESOLVED, that the exemption to the first stage of the CES Eligibility examination process shall be limited only to those who took and passed the Management Aptitude Test Battery (MATB) administered by the Board as an entrance or qualifying examination to masteral degrees, courses and programs offered by schools, universities or entities without need to graduate in said masteral degree course or program and after compliance with the requisite accreditation process, provided that:
RESOLVE FURTHER, that applicants of the CES Eligibility examination, who took and passed the CESB administered MATB as an entrance or qualifying examination to masteral degrees, programs and courses offered by schools, universities and entities, and are interested to acquire CES Eligibility, shall be allowed to proceed to the second stage of the process which is the Assessment Center, at their cost and the two remaining stages of the CES Eligibility Examination process for the conferment of CES Eligibility.
CESB Res. No. 154 dated October 10, 1997 and CESB Res. No. 427 dated May 9, 2002 are hereby superseded accordingly.
