The CESB MATB as Qualifying Examination
for Applicants to the Development Academy of the Philippines'
Master in Public Management Program


WHEREAS, Presidential Decree No. 1, as amended, created the Career Executive Service Board (CESB), as the governing body of the Career Executive Service Service, to promulgate rules, standards, and procedures on the selection, classification, compensation and career development of members of the Career Executive Service;

WHEREAS, pursuant to CESB Circular No. 1, series of 1989, the CES Eligibility Examination given by the Board for purposes of conferring CES Eligibility consists of four stages, namely: 1) Management Aptitude Test Battery (MATB); 2) Assessment Center; 3) Board Interview; and 4) Validation of On-The-Job Performance;

WHEREAS, the Board by virtue of CESB Resolution No. 204, series of 1998, accredited the Master in National Security Administration (MNSA) degree conferred by the National Defense College of the Philippines and the Master in Public Safely Administration (MPSA) degree conferred by the Philippine Public Safety College as equivalent to the MATB and that graduates of both programs interested to acquire CES Eligibility and CES rank be allowed to proceed to the second stage of the CES eligibility examination process which is the Assessment Center and other stages of the examination thereafter in accordance with existing policies and regulations;

WHEREAS, CESB Circular 15, series of 1999 which provides for the rules and procedures in the implementation of CESB Resolution No. 204, series of 1999, require MNSA and MPSA graduates who are interested in acquiring CES eligibility and CES ranks to apply for MATB accreditation with the Board;

WHEREAS, CESB Resolution No. 427, series of 2002, provides exemption for graduates of masteral degrees, programs and courses requiring the MATB as their qualifying examination from the first stage of the CES eligibility examination process after compliance with the requirements set by the Board;

WHEREAS, in the June 27, 2002 special meeting, the Board decided to exempt from the MATB all applicants for the CES eligibility examination who took and passed the MATB as entrance or qualifying examination to masteral degrees, courses and programs offered by schools, universities or entities without need to graduate in said masteral degree, course or program.

WHEREAS, the Development Academy of the Philippines (DAP) requested for the use of the MATB as qualifying examination for applicants to the Master in Public Management Program;

WHEREFORE, the ABOVE PREMISES considered, the Board RESOLVES, as it has hereby RESOLVED, to allow the use of the MATB as qualifying examination for applicants to DAP's Master in Public Management Program;

RESOLVED FURTHER, that passers of the MATB as qualifying examination for applicants to DAP's Master in Public Management Program shall be allowed to proceed to the next stage/s of the CES eligibility examination process upon compliance with all the requirements for MATB accreditation and upon payment of the examination fees.
