SUSPENSION   OF   THE     CONFERMENT   OF
TESTIMONIAL CES ELIGIBILITY AS PROVIDED
UNDER CESB RES. NO. 142 S. 1996

RESOLUTION NO. 426


WHEREAS, Article IV, Part III of the Integrated Reorganization Plan as approved by the Presidential Decree No. 1 expressly provides that " a person who meets such managerial experience and other requirements and passes the examinations as may be prescribed by the Board shall be included in the register of career executive eligibles and upon appointment to an appropriate class in the Career Executive Service, become an active member of the CES."

WHEREAS, the afore-quoted law likewise provides that "in exceptional cases the Board may give unassembled examinations for eligibility ";

WHEREAS, in view of the said authority of the Board to give unassembled examinations for eligibility, it promulgated CESB Res. No. 90-03 dated September 6, 1990, CESB Res. No. 87 dated October 1, 1992, and CESB Res. No. 142 dated December 16, 1996 which is the Revised Criteria for the Conferment of a Testimonial CES Eligibility;

WHEREAS, the Testimonial CES Eligibility is conferred upon a deserving incumbents of CES positions upon nomination by a Department Secretary or by the Head of Agency who shall cite the nominee for outstanding accomplishments or contributions as exemplified by the specific efforts, interventions or projects initiated and/or implemented by him singly or in collaboration with others which may have one or more of the following attributes: innovative, responsive to the urgent need of beneficiaries, cost saving, enhanced the credibility of the office or significantly furthered the mission or goals of the office;

WHEREAS, candidates for testimonial CES eligibility are exempted from the first two stages of the CES Eligibility Examination process which are the MATB and the Assessment Center;

WHEREAS, in the May 9, 2002 meeting, the Board decided to review certain policies particularly on matters concerning the CES Eligibility Examination process and decided to suspend for the meantime the grant of Testimonial CES Eligibility so that each candidate would be given the opportunity to prove their worth by passing the four stages of the CES Eligibility Examination process;

WHEREFORE, the above-mentioned premises considered, it is RESOLVED as it is hereby RESOLVED, to suspend the conferment of Testimonial CES Eligibility as prescribed under CESB Res. No. 142 s. 1996 dated December 16, 1996 otherwise known as the Revised Criteria for the Conferment of Testimonial CES Eligibility.
