ADOPTING A NO EXEMPTION   POLICY IN THE
ASSESSMENT CENTER   STAGE   OF THE CAREER
EXECUTIVE SERVICE ELIGIBILITY EXAMINATION

RESOLUTION NO. 404


WHEREAS, Article IV, Part III of the Presidential Decree No. 1, as amended, dated September 24, 1972, provides for the creation of the Career Executive Service Board to serve as "the governing body of the Career Executive Service" and mandated it to "promulgate rules, standards, and procedures on selection, classification, compensation and career development of members of the Career Executive Service;"

WHEREAS, the same law provides that a "person who meets such managerial experience and other requirements and passes such examinations as may be prescribed by the Board shall be included in the register of the career executive eligibles;"

WHEREAS, based on the merit and fitness principle laid down by the 1987 Constitution and Executive Order No. 292, it is quite essential that a more stringent policy be imposed by the Board in the selection process in the Career Executive Service (CES) in order to produce Career Executive Service Officers who are truly leaders, change agents, experts and one who can make a difference and a cut above the rest of the Philippine bureaucracy;

WHEREAS, pursuant to CESB Circular No. 1 s. 1989, as amended, the Career Executive Service Eligibility Examination consist of four stages, namely: 1.) Management Aptitude Test Battery (MATB); 2.) Assessment of Managerial Capability and Competence or Assessment Center; 3.) Interview by the Board 4.) Validation of Performance on-the-Job;

WHEREAS, the Assessment Center, which is the second stage of the CES Eligibility Examination, is a series of simulation exercises designed to measure an examinee's managerial capability and potential;

WHEREAS, at the time when the CESB was integrated into the CSC by virtue of CSC Resolution No. 93-4359, the CSC approved a recommendation from the CESB Executive Director to exempt CES incumbent-examinees from the second stage of the CES Eligibility Examination which exemption policy was continued to be implemented by the Board;

WHEREAS, on November 20, 2001, the Board en banc declared a no exemption policy such that all candidates for CES eligibility regardless of positions they are occupying shall undergo the second stage of the CES Eligibility Examination process, which is the Assessment Center;

WHEREFORE, foregoing premises considered, be it RESOLVED as the Board hereby RESOLVES to adopt a no exemption policy in the Assessment Center stage of Career Executive Service Eligibility Examination. Effective 1 January 2002 all applicants for CES Eligibility shall undergo the Assessment Center stage of the CES Eligibility Examination process.

RESOLVE FURTHER, that such other relevant rules and regulations inconsistent herewith are hereby repealed and/or modified accordingly.
