DBM Exec Lands on Highest Rank


Seventy-four (74) out of one hundred forty-eight (148) examinees or 50.00 percent passed the Nationwide CES Written Examination (CES WE), the first examination stage for CES Eligibility, held last March 5, 2017 in three testing centers namely: University of the Philippines-Quezon City, University of Cebu-Cebu City and San Pedro College-Davao City.

Of the seventy-four (74) passers, 70.27% came from Quezon City testing center, 9.46% from Cebu and 20.27% from Davao City.

The top ten (10) passers are as follows:



Top Three Passers

The top three passers are lawyers by profession and are all first time CES WE examinees. They took the exam in Quezon City testing center.

Ms. Leila Magda G. Rivera, who obtained the highest rating of 89.88%, is a CPA-Lawyer and presently Acting Director IV at the Public Expenditure Management Bureau (PEMB)-Department of Budget and Management (DBM). She graduated with a degree in Bachelor of Science in Accountancy, Magna Cum Laude, at Saint Louis University in 1997 and passed the CPA Licensure Exam in 1998. In 2007, she finished her Bachelor of Laws at the University of the Cordilleras and passed the Bar Examinations in the same year. Her fields of specialization include Finance, Law, Local Government Administration and Project Management.

Second placer Mr. Philip Josef T. Vera Cruz obtained a rating of 88.31%. He is presently Legal Affairs Division Chief at the Dangerous Drugs Board (DDB) and concurrent Officer-in-Charge of the DDB Secretariat. He graduated with a degree in Bachelor of Arts in Public Administration at the University of the Philippines-Diliman in 2003. In 2010, he finished his Bachelor of Laws at the University of Santo Tomas and passed the Bar Examinations in the same year. His field of expertise is Law.

Third placer Ms. Donna Mae B. Tiongson-Jordan obtained a rating of 88.23%. She is the Chief Political Affairs Officer at the Office of Congressman Luis A. Ferrer IV. She graduated as Summa Cum Laude at the University of Perpetual Help Rizal with a degree in AB Mass Communication in 2001. In 2005, she finished her Bachelor of Laws at the University of Perpetual Help Dalta and passed the Bar Examinations in the same year. In 2006, she also finished her Basic Sign Language at the Philippine School for the Deaf. Presently, she is taking up Master in Public Management at the University of the Philippines Open University. Her fields of specialization include Law and Policy Administration/Management.
