The Career Executive Service Governing Board
The Career Executive Service Board is the governing body of the CES. The CESB is mandated to promulgate rules, standards and procedures on the selection, classification, compensation and career development of members of the CES.
The CESB is composed of eight (8) members, namely: the Chairperson of the Civil Service Commission (CSC) and the President of the Development Academy of the Philippines (DAP) as ex-officio members, and six (6) others appointed by the President of the Philippines for a term of six (6) years.
Day-to-day operations are handled by the CESB Secretariat headed by an Executive Director and a Deputy Executive Director. Five (5) operating divisions are tasked to handle specific program areas.

Civil Service Commission and
Career Executive Service Board Chairperson
Chairperson Alicia dela Rosa-Bala of the Civil Service Commission (CSC) once acted as deputy secretar-general of the ASEAN Secretariat in Jakarta, Indonesia.
She served the Department of Social Welfare and Development (DSWD) in 1976 as a training officer and left the department in 2005 as an Undersecretary.
Chairperson Bala was appointed CESO Rank I in 2010 and was conferred the Gawad CES in 2012.
She completed he Master in Social Work degree from the University of the Philippines.

Development Academy of the Philippines President and
He is currently the President of the Development Academy of the Philippines (DAP), where he also served as Senior Vice President, Vice President, Director and Fellow. He worked as the Chief of Staff/ Head Executive Assistant to four (4) out of six (6) DAP Presidents. He was appointed to CESO Rank I in 2010. He also completed his Masters of Public Administration from the University of the Philippines.
- Hon. Charito R. Elegir, CESO I
Board Member Elegir has vast experience working with the country's top leaders.
She was a former Deputy Head of the Presidential Management Staff from 2002- 2009, Undersecretary from 2003 - 2009, and Assistant Secretary from 1998 - 2003.
A pride of Santiago, Isabela, Board Member Elegir took her Master of Science in Social Policy and Planning in Developing Countries from the London School of Economics and Political Science in the United Kingdom and her Master of Arts in Corporate Planning / Economic Research from the Center for Research and Communication.
She finished her Bachelor of Science in Commerce at the University of Santo Tomas in 1964.
- Hon. Evangeline C. Cruzado, CESO III
Board Member Cruzado, though the newest member of the Board, is a familiar figure to the Community and the Board. As the President of the National Union of Career Executive Service Officers (NUCESO) from 2006 to 2009, she used to occupy an observer seat in the Board.
A CESO III, she spent 44 fruitful years in government service, 22 years of which as Deputy Administrator of the NAMRIA from 1987 to 2009.
While serving as NAMRIA Deputy Administrator, she covered several grounds in the area of environment management after being assigned in different offices within the Department of Environment and Natural Resources.
She also served as Senior Department Manager in the Philippine Health Insurance Corporation from 2008-2010.
She earned her Master in National Security Administration degree from the National Defense College of the Philippines and Public Administration from the University of the Philippines.
She also has Bachelor of Science Degree in Social Work from the University of the Philippines.
- Hon. Rolando L. Metin, CESO I
BM Metin is a familiar figure in the CES Community as this is his second term as its Board Member, having appointed to the same position in 2006 until 2010. He was Undersecretary of the Department of Environment and Natural Resources (DENR) from 2003 to 2004 and in that period, he accomplished a lot of innovations such as introducing a competency-based assessment and placement of DENR Directors and increasing the local capacity of extension workers through intensive training and provision of logistic support.
Board Member Metin, who hails from Pinamalayan, Oriental Mindoro holds a Doctor of Public Administration, Master in Public Administration and Bachelor of Arts in Political Science degrees, all of which he completed from the University of the Philippines.
