Special Session of Integrated SALDIWA slated for Sept. 7 - 20

 

A total of 41 government executives have pre-registered to the special session of the Integrated Salamin-Diwa ng Paglilingkod (SALDIWA) under the Executive Leadership Program of the Career Executive Service Board to be held on September 7-20, 2010 at the Grand Regal Hotel, Davao City.

In coordination with the Association of Regional Executives of National Agencies-XI (ARENA-XI), this integrated training shall feature various innovative learning modules that include Ethical Governance, Leading in a Continuously Changing Environment, Linkaging and Networking for Productive Partnerships, Developing and Empowering Others to Establish Collective Accountability for Results, and Community-Organizational Attachment Module or COAM. The barangay immersion of the COAM is a vital component of the SALDIWA. The participants will be staying with families living in a selected barangay for four (4) days and three (3) nights where they will be required to live the life of the host family, to learn their dreams and aspirations and to reflect  how government policies and programs are responsive to their needs.

Training fee is TWENTY THOUSAND PESOS ONLY (P20,000.00) only. The said fee may be charged to agency/office funds since the conduct of and attendance in CESB trainings, workshops and conferences are exempted from the provisions of Administrative Order No, 103, dated 31 August 2004.

CES Convention Set in November

 

The National Union of Career Executive Service Officers, Inc. (NUCESO) sets its 9th National Conference and General Assembly on November 17-19, 2010 at the Fort Ilocandia in Laoag Ilocos Norte. 

In its meeting held last July 23, the NUCESO Governing Board chose the theme “Serbisyong CESO: Pamumunong Tapat, Magaling at Wasto” to highlight the CES brand of management and leadership that is exemplified by integrity, professionalism and excellence. 

The three-day convention promises to be another enriching experience to its participants as it will feature innovative learning sessions and provide opportunities for CESOs to commune in a less formal environment.

The election of the first NUCESO National President and the first Executive Vice President are also slated during the event.

EO 883 revoked by EO 3

 

President Aquino has issued Executive Order No. 3 on 30 July 2010 revoking Executive Order No. 883 dated 28 May 2010.

EO 883 was found to “encroach upon the power of the CESB to ‘promulgate rules, standards and procedures on the selection, classification, compensation and career development of members of the Career Executive Service’ vested by law with the CESB”.

It may be recalled that EO 883 entitled incumbents of career executive positions who  have obtained graduate degrees in law and successfully passed the bar examinations with the rank of CESO III in the CES.

MC 2 out – extends the period from July 31, 2010 to October 31, 2010

 

Executive Secretary Paquito N. Ochoa, Jr. promulgated Memorandum Circular No. 2, dated 29 July 2010 amending MC 1, dated June 30, 2010. (Click here for a copy of MC 2).

MC 2 amended paragraph 2 of MC 1 which now extends the period for non-CESOs occupying CES positions to remain in office from July 31, 2010 to October 31, 2010 or until their resignations have been accepted, and/or until their respective replacements have been appointed or designated whichever comes first, unless they are reappointed in the meantime.

It likewise amended paragraph 3 of MC 1, authorizing the Department Secretary of the concerned agency to designate an OIC, in cases wherein the head of agency or office has resigned and whose resignation has been accepted, or is deemed separated on June 30, 2010 and no replacement has been appointed or designated. In such cases, the next-in-rank and most senior official of the agency or a senior official of the Department to which said agency is attached may be designated as OIC.

Further, MC 2 emphasized that any official whose service has been terminated or whose resignation has been accepted on/or before July 31, 2010, but whose replacement has not yet been appointed or designated shall be deemed separated from the service as of the date of termination or acceptance of resignation.

CESB discusses M.C. 1 with DEPED

 


Maria Anthonette V. Allones,  CESB Executive Director reiterated in a meeting yesterday with Br. Armin A. Luistro, Secretary of the Department of Education, the guidelines on M.C. 1 particularly paragraph 4 which provides for the status of non-CESOs occupying CES positions.

CESB reminded the DepEd that their officials who will be re-appointed to their positions must comply with the CES eligibility requirements within 2 years. CES eligibles are given 1 year to comply with the requirements for original appointment to rank. On-stream candidates are also given 1 year to comply with the CES eligibility process. On the other hand, non-eligibles who did not undergo the process of CES eligibility for the last 5 years are recommended not to be re-appointed and those who did not take the eligibility process for the last 9 years should be weeded out from the list.

The CESB also presented the CES Bluebook during the meeting to help the top honcho of the DepEd in evaluating placements in CES positions within the agency. The CESB was also tasked to forward the list of DepEd officials who are still under process for eligibility.

MC 1 Guidelines out -- affirms tenure of CESOs occupying CES positions


Executive Secretary Paquito N. Ochoa, Jr. promulgated the implementing guidelines of Memorandum Circular No. 1 in a Memorandum dated 16 July 2010. (Click here for a copy of the Guidelines).

The guidelines clarified the status of coterminous appointees and positions, the status of presidential appointees occupying positions in an acting/OIC capacity and the status of CESOs and non-CESOS occupying CES positions.

The tenure of CESOS occupying CES positions is respected in accordance with their respective CESO ranks. The Guidelines provide for the possible reassignment of CESOs subject to adherence to CESB Resolution No.  640, series of 2006 outlining the “Guidelines on Reassignment and Transfer of CESOs who are Presidential Appointees Occupying CES Positions”.

“All non-CESOs occupying CES positions in all agencies of the Executive Branch  shall remain in office until 31 July 2010 or until their resignations have been accepted, and/or until their respective replacements have been appointed or designated whichever comes first, unless they are reappointed in the meantime.”

The Guidelines also spelled out the status of contractual and/or casual employees whose contracts expired on 30 June 2010.

86 aspirants hurdle CES WE


Eighty six government executives successfully hurdle the Nationwide CES Written Examination out of 245 examinees in the designated testing centers in Manila, Cebu and Davao on June 6, 2010.

The successful candidates can now proceed to the next stage of the Career Executive Service Eligibility examination. The CES WE is the first step of the four-stage CES eligibility process and followed by the Assessment Center, Validation of On–the–Job Performance and the Panel Interview.

Another Nationwide CES WE is scheduled on August 29, 2010 in the same testing centers. Other WE schedules may be viewed and application forms may be downloaded from www.cesboard.gov.ph. CESB MEETS DA SEC. ALCALA



CESB Executive Director Ma. Anthonette V. Allones today met with newly appointed Department of Agriculture (da) Secretary Proceso J. Alcala to discuss pertinent matters to further the Aquino administration’s thrust to promote careerism in the higher civil service.

The two-hour dialogue provided the venue to present the CES Bluebook in an effort to assist Secretary Alcala in evaluating placements in executive positions within the DA.

The CES Bluebook is a major document prepared by the CESB that contains complete information on the CES positions in the agency, occupancy of these positions,  list of  CESOs and Eligibles in the agency, as well as a list of the vacant CES positions in that agency.

NEW YEAR MESSAGE

Isang mapayapa, masagana at maka-Diyos na pagsalubong sa panibagong dekada ngayong 2010!

Many if not all of our accomplishments in the last two years were driven by our collective dream to bring back the CESO pride. We worked towards strengthening the entry processes into the CES with measures to ascertain the integrity of our candidates in addition to ensuring that only those equipped with excellent analytical, communication and leadership abilities are conferred the much-coveted CES eligibility.

 

Our continuing professional development program has been rationalized to follow the CES competency framework.  Increased opportunities to conduct our residential Executive Leadership Program were offered to facilitate the appointment to or promotion in CESO rank of our deserving CES eligibles. Apart from technical and leadership skills enhancement courses, we likewise explored lifelong learning initiatives that enabled CESOs and eligibles to attain work-life balance and total wellness as individuals.

Our annual recognition program through the Gawad CES and the full implementation of the new CESPES were equally widely supported by our community and agency partners. We also saw the success of our 8th National Conference in Iloilo City last November with almost 700 participants. This kind of attendance simply underscores the growing sense of community spirit in the CES!

Above all these, we saw the revitalization of NUCESO, the various regional associations of executives and CESOs and agency-based unions of CESOs, particularly with the Energy Sector led by the Department of Energy (DOE) and the Department of Environment and Natural Resources (DENR).

I say the last effort is “above all” the CES accomplishments because it plays a crucial role in the community thrust to bring back the CESO pride and revive the spirit of the CES. 

And so we hope to be instrumental in facilitating more agency-based CES organizing efforts this year. In addition to this, we set our eyes to achieving the following milestones in this New Year:

Acquire the ISO-certification of our eligibility and rank appointment processes to ensure sustained efficient, expeditious and reliable processing;

Conduct our residential SALDIWA and GABAY sessions as frequently as needed by eligibles;

Pilot the new professional development programs such as L.E.A.P. (Leaders Enterprise Attachment Program),  M.A.P. for eligibles and the revitalized Sabbatical that is now called the Fellows Program;

Launch a new CES community hymn;

Align the CESPES to our competency framework and launch the revised CESPES for an online implementation;

Strengthen the CES Club and sustain the CES C.I.R.C.L.E. forums; and

Complete the CES classification study and promulgate its corresponding policy resolution.

Finally, 2010 marks the beginning of two initiatives that have strategic impact on capacity building for our executives. First of these is the desire to start our collaboration with the ARMM on executive development. Initial dialogues were held beginning September 2009 and we intend to ensure the follow-through activities this year to pave the way for a programmatic approach to a CES-ARMM Executive Development partnership.

The second initiative concerns our dream of establishing a CES Institute that will house all our leadership training programs and provide a physical milieu for policy support activities among active and inactive CESOs such as policy and program assessments and governance best practice documentation, among others.

Again I say, many if not all of what we have achieved in the past were made possible because of our aligned vision, our unity and that burning commitment for public service that we all find in each other’s hearts.

I am confident that God will fill our hearts with gladness as we renew our commitment to work together on our community aspirations.
