41 EXECUTIVES ATTEND FIRST-EVER INTEGRATED GABAY
The Board recently conducted the first-ever Integrated Gabay ng Paglilingkod Training Course last September 18-23, 2007 at the U.P. University Hotel. It combined learning modules on: Financial Management for Public Managers, Workshop on Administrative Justice, and Public Service Ethics and Accountability. This six-day residential course was attended by 41 CES Executives from various government agencies nationwide. Resource persons included Assistant Commissioner Flerida V. Creencia of COA and Directors Ariel G. Ronquillo, Lilian Luy, and Noreen Gocon-Gragasin of the CSC.

TESDA FORGES PARTNERSHIP WITH CESB ON FOREIGN SCHOLARSHIPS
The CESB will now be included in the screening and selection of government scholars to be sent abroad to participate in short and long-term training programs. This was one of the developments that arose from the fresh partnership forged by the CESB with the Technical Education and Skills Development Authority or TESDA.
TESDA Head Augusto Syjuco informed the Board of the said development in a meeting with Executive Director Tonette Allones, where they mapped out plans and programs that would give flesh to the new alliance.
"Our partnership with TESDA augurs well for the career executive service, as both CESB and TESDA are in the business of human resource development," says Allones. "The synergy of our programs will definitely be for the benefit of the Filipino public manager," she adds.
TESDA now holds the responsibility for the selection process for foreign scholarships, a function formerly lodged to the National Economic Development Authority (NEDA). CESB, on the other hand, is beefing up its human resource development programs, which includes plans to send government executives to foreign scholarships. The TESDA website, which lists potential scholarship opportunities for CESOs and eligibles, is now linked to CESB's own www.cesboard.gov.ph.

CESB ADOPTS NEW SYSTEM TO FAST TRACK VALIDATION FOR ELIGIBLES
A new system for validating candidates for eligibility has been approved by the Career Executive Service Board (CESB) in its August 16, 2007 meeting. It aims to expedite the validation process while promoting efficiency, objectivity, adequacy and credibility in the validation of the candidates' fitness to obtain Career Executive Officer (CEO) eligibility.
Validation is the last component of the four-stage CEO eligibility examination system, which includes the Written Examination; Assessment; and Interview. It seeks to validate the candidate's managerial and executive competence as well as leadership skills in the actual work setting. This investigation is done by a CESB-certified Validator through feedback-gathering mechanisms such as interviews of resource persons, public officials/employees and non-government sector representatives who have worked with the candidate and who may have the knowledge of the candidate's fitness to be conferred CEO eligibility.
The new sytem, targetting to address the current backlog of 135 candidates for validation since 2005, establishes two (2) levels of validation: (1) the Rapid Validation Process that covers candidates who have successfuly passed the Interview stage and did not receive adverse feedback on their performance or behavioral conduct and (2) the In-depth Validation Process which covers candidates who have passed the Interview stage but with adverse feedback on either their performance or behavior.
The rapid validation process is aided by the use of a newly-developed instrument called the modified Validation Checklist. The parameters contained in the checklist synthesize the managerial and leadership dimensions that are measured at the Assessment Center and the performance indicators that are evaluated per the new CESPES.

ALLONES IS NEW CESB EXECUTIVE DIRECTOR
Lawyer Ma. Anthonette Velasco-Allones is the new head of the Career Executive Service (CESB) Board
A lawyer by profession, Tonette has spent 17 years of her life with the Philippine civil service - starting as a researcher and moving up the ranks, to become the youngest Assistant Secretary at the age of 30, serving the Department of National Defense in 2000. She joined the Department of Labor and Employment as Assistant Secretary in August 2001 and has since managed various policy and program concerns until January this year. she briefly served as Deputy Chief of Staff for Political Affairs of Senator Mar Roxas at the Philippine Senate until end of July 2007.
Tonette holds a Bachelor of Arts degree in Political Science form the University of the Philippines where she also finished her law degree
in 1996. She completed her Master in National Security Administration at the National Defense College of the Philippines in 2000. Last year, she graduated valedictorian of her Master in Public Management class at the Lee Kuan yew School of Public Policy National University of Singapore. She likewise completed her Lee Kuan Yew Fellows Program at the Kennedy School of Government, Harvard university during the Fall Term in 2006.
She is married to Joel, with whom she has two children, Joshua Anton (5) and Juliana Patricia (3).
Her appointment at the CESB is expected to usher in new initiatives that will enhance and transform the third level into a genuine corps of professional, ethical and accountable experts and leaders.
