CESB LAUNCHES ON-LINE JOB ANALYSIS QUESTIONNAIRE
The CESB launches the On-Line Job Analysis Questionnaire. This questionnaire is downloadable. It is an efficient and secure means to gather important data on the nature and essential requirements of work at various levels of the CES.
The data gathered shall be the basis to develop the CES Competency Profile. The Profile shall define results-based standards for the various CES programs and map out the key competencies needed for high quality and effective work performance at various positions and levels of the CES.
More importantly, the Profile shall serve as the basis to develop the CES Capacity Enhancement Framework. This Framework shall define the content for more focused, truly responsive and a wider range of capacity building programs for the CES.
These efforts aim to contribute to the CESB's core mandate to professionalize and strengthen the Career Executive Service (CES) by creating a corps of development-oriented, service-focused, and reform-driven leaders in government.
We count on all CES officials to support the project by downloading and accomplishing the On-Line Job Analysis Questionnaire and sending the completed form to CESB not later than 7 November 2007 at the following addresses:

'NUCESO CARES'; REGIONAL GROUPS TO HOLD COMMUNITY OUTREACH PROGRAMS ON CES DAY
Wholehearted in their intent to show that "CESOs indeed care", regional chapters of the National Union of Career Executive Service Officers (NUCESO) nationwide are all set to hold community outreach programs in commemoration of the Career Executive Service Day on November 24.
This year's celebration marks the second year of the CES Day, after President Gloria Macapagal Arroyo declared last year that the last Saturday of November every year shall be "an opportunity to showcase the presence of the CES in the bureaucracy and strengthen the trust and confidence of the public in the government."
CESOs and eligibles, through their regional organizations, are encouraged to commemorate the day by serving the community in which they live. Each regional organization shall decide on one activity that will vivify the theme "the CESO cares".
NUCESO regional chapters are requested to coordinate with Lindy or David at 951-4981 locals 104 or 121 to feature their respective programs for publication in the Public Manager or the CESB Website.

CESB GEARS UP FOR NOVEMBER CELEBRATIONS
The CESB is gearing up for yet another meaningful and memorable celebration of the Career Executive Service Month and its upcoming 34 th year anniversary in November.
Following the heels of last year's anniversary made special by President Gloria Macapagal Arroyo's historic declaration of the first-ever Career Executive Service Day, the CESB aims to take this year's celebration a notch higher by lining up a series of activities that will highlight the different facets of the CESO, in particular, the CESO as 'one who loves the country', 'one who reflects', 'one who excels' and 'one who cares'.
Four major activities are planned anchored on these themes including simultaneous flag-raising activities nationwide, two Learning and Nurturing Programs graced by celebrity speakers and a culminating event slated on November 16.

CES BOARD WELCOMES CADENA AS ITS NEW MEMBER
Ana Maria A. Cadena, CESO III, was recently appointed by President Gloria Macapagal-Arroyo to be the newest member of the Career Executive Service Board. Director Cadena took over the seat vacated by former DOTC USEC Carina Valera, whose term ended last September. She is presently the head of the Social Policy Office of the Presidential Management Staff (PMS).
Cadena is a career civil servant who rose from the ranks starting as Technical Staff for the PMS in 1979. She was conferred her Career Executive Service Officer rank IV in 2003 and has been a long-time 'CES Coordinator' for the PMS.
Cadena is a full-blooded iskolar ng bayan having been educated at the University of the Philippines from elementary school to her finishing a postgraduate degree in Public Administration. She is married to Rey and is a mother of three.
Director Cadena participated in her first Board Meeting last October 9.

CESB FAMILY SOLIDIFIES BOND THROUGH TEAMBUILDING ACTIVITY
Executive Director Tonette Allones recently spearheaded a teambuilding activity for the management and staff of the CESB Secretariat. Appropriately dubbed as "Building a Community", the activity highlighted the importance of strengthening one's commitment to a cause larger than himself (i.e. that of his organization). The Secretariat's regular Monday morning Kapihan was transformed into a fun-filled event as every member of the CESB family gave their full participation to the exercise.

CESPES 'ROLL-OUT' STAGE IN FULL BLAST
Preparations for next year's full implementation of the Career Executive Service Performance Evaluation System (CESPES) are underway with the conduct of orientation briefings in 9 government agencies. The half-day briefings are part of an information drive by the Board to pave the way for the installation of its flagship performance management tool by 2008. Through such briefings, the Board aims to enlighten the users of the tool on the CESPES Guidelines, Rules and Regulations (CESPES-GRR) and to address the issues that might come up in its implementation.
The information drive targets officials who are incumbents of CES posts as well as the Human Resources Management and Development (HRMD) officers of the different government agencies who shall be the Board's partners in implementing the CESPES. The briefings have so far been held at the central offices of the DOST, POEA, ERC, BOT, PhilPost, NCMB, Zamboanga Freeport Authority, DOH and the DepEd.

SALDIWA SESSION V ONGOING
The Board is conducting the fifth session of the Salamin - Diwa ng Paglilingkod (SALDIWA) from October 9 to 23, 2007. This residential course is part of the Executive Leadership Program which aims to enhance the leadership and managerial competencies of Career Executive Officers (CEOs).
The training being held at the DAP Conference Center in Tagaytay also provides them with the opportunities to touch base with the very people they serve from whom they can draw lessons and insights in preparing more effective and meaningful government programs.
Twenty-six (26) executives from various government agencies nationwide will participate in this 15-day program. It has learning modules on: Values, Leadership, Communication, Building Teams, Conflict Management, Dialogue with Life and Visioning. These modules will be facilitated by a team of experts from government, the private sector and the academe.

PGMA CONFERS RANKS TO 145 CES ELIGIBLES
President Gloria Macapagal-Arroyo has conferred Career Executive Service Officer (CESO) ranks to one hundred forty-five (145) eligibles upon the recommendation of the CES Board in its Resolution No. 691 dated September 21, 2007.
The list of new CESOs includes twenty-six (26) officials from line agencies and constitutional commissions and one hundred nineteen (119) from government-owned and controlled corporations (GOCCs) who all underwent and passed the four-stage CES eligibility examination process.
