CESB ELECTS JUSTICE ABESAMIS AS NEW CHAIRPERSON
Bernardo P. Abesamis, a retired associate justice of the Court of Appeals, was recently elected by his colleagues in the CESB as their new Chairperson. Justice Abesamis has been a member of the CESB since March 2006.
Justice Abesamis also served as deputy court administrator of the Supreme Court and a presiding judge of the Regional Trial Court. He also held a director position at the PNOC Shipping and Transport Corporation. He finished his law degree from the University of Sto . Tomas in 1954 and passed the bar in the same year.
CESB Vice-Chairperson Maria Paz W. Foronda opened the nomination for the chairperson position on February 12, 2008, the first board meeting after the expiration of the term of former CSC and CESB Chairperson Karina Constantino David. Justice Abesamis was unanimously elected by the Board Members.
In a brief statement, Justice Abesamis accepted the position and thanked his colleagues for their trust and confidence. Justice Abesamis also said that he anticipates working hand-in-hand with the Secretariat in pursuit of the success of the CESB. Saying that he accepts the position with humility, he promised “to do the job and do it well harmoniously” guided only by the CES goals and concern.

CESB ANNOUNCES TRAINING CALENDAR FOR 2008
The CESB has released the schedule of its 2008 regular training program offerings and calls on all interested officials to make early reservations.Aside from the regular courses/ modules (i.e., SALDIWA, GABAY) and the accredited training programs, the CESB shall offer a new module - the Policy Appreciation Course (PAC), which will be conducted as a residential course from 16 ? 18 April 2008, on a pilot basis, in partnership with the Development Academy of the Philippines (DAP).
The PAC discusses basic concepts, approaches, tools and skills required to generate useful and outcome-oriented policies. It aims to instill a deeper understanding and appreciation of the policy making process; its importance, uses and requirements; and the roles and responsibilities involved in it. For the PAC pilot conduct, the CESB shall invite selected participants who shall be consulted and involved in the improvement and development of the PAC.
The CESB shall also soon release the schedule of six (6) major activities constituting the 2008 Leadership and Governance Series (LGS), which kicks off with a grand launching event on 26 March (Waterfront Hotel - Cebu City) with the theme "Women and Leadership" in celebration of the International Women's Month.
Scheduled to be conducted in Metro-Manila and in various regions, the LGS seeks to provide as a meaningful, inspiring and interactive venue for: 1) enhancing awareness and appreciation of vital leadership and governance issues and trends; and for 2) broadening strategic linkages and partnerships among stakeholders who share in the mission of improving governance through the strengthening of the CES. Forthcoming topics in 2008 include: Transformational Leadership in Times of Crisis, Inter-Generational Leaders Dialogue on National Development, and Leveraging Human Resources for Global Competitiveness.
