What is the CESPES?

The Career Executive Service Performance Evaluation System or CESPES is a yearly performance appraisal for government executives holding positions within the Career Executive Service (CES), the third and highest level in the Philippine Civil Service.

Who is covered by the CESPES?

The following CES Officials should be evaluated under the CESPES: :

  • all incumbents of CES positions in various departments and agencies of the national government, including government-owned and controlled corporations (GOCCs) with original charters, for an uninterrupted period of at least three (3) months.
  • Division Chiefs and those occupying lower positions provided they are Career Executive Service (CES) eligibles; Career Service Executive (CSE) eligibles or Career Executive Officer (CEO) eligibles; and Designated in an Acting or Officer-In-Charge (OIC) capacity to a third level position.

What are the dimensions of performance being measured in the CESPES?

The CESPES measures the accomplishments (the Performance Contract component) and the managerial competence (the Behavioral Competency component) of the CES official.

How often is the CESPES administered?

The CESPES is administered every year.


CES Placement




What is the CES Placement Program?

The Placement Program is the proactive effort of the CESB to facilitate the appointment of deserving CESOs and Eligibles to CES positions.

How does it work?

The CESB Executive Director presents the CES occupancy of a department to the Department Secretary.

The CESB likewise processes the endorsements of qualified CESOs and CES Eligibles who express interest in applying for vacant CES positions, which are monitored by CESB.    


GAWAD CES



What is the GAWAD CES?

GAWAD CES is a Presidential award that recognizes members in the Career Executive Service (CES) for exemplary performance and significant contributions, particularly in the areas of innovation, information and communication technology, social services, administrative reforms and public policy.

Who can be  nominated for the GAWAD CES?

GAWAD CES is  open to all Career Executive Service Officers (CESOs) and Third-Level Eligibles (CEOE/CSEE/CESE) occupying executive and managerial positions in the third level. 

The  nominee must have at least  Very Satisfactory Performance or its equivalent for the last two (2) consecutive annual rating periods prior to his/her nomination. In addition, he/she should have never  been found guilty of any administrative or criminal offense involving moral turpitude, or conduct that is considered contrary to community standards of justice, honesty, or good morals i.e. graft and corruption, murder, rape, sexual harrassment, embezzlement, forgery, extortion, perjury, et al, and has no pending administrative or criminal case at the time of nomination. 

Who can nominate?

Nominators for the GAWAD CES may be any of the following persons/organizations:

•          Government agencies, national and regional associations of career executive officers and non-government/civil society organizations, through their Heads of Offices or Chief Executive Officers; and

•          Nominee’s superior/subordinate or any individual from the nominee’s agency who has substantial knowledge of the nominee’s leadership/ managerial attributes and accomplishments.

How can one file nomination?

An interested nominator, individual or organization shall write the Career Executive Service Board, attaching the accomplished nomination forms downloadable at www.cesboard.gov.ph. Only candidates officially nominated in writing shall be considered.

Self nominations are not accepted.  There is no limit to the number of candidates to be nominated by a nominating organization/agency. 

Who will judge the nominees?

Every year, the GAWAD CES Committee on Awards is constituted to include  four distinguished members from the private sector who are respected for their leadership in their fields, as well as three Members of the CES Governing Board.

How will the winners be selected?

The nominees with complete documentary requirements will be evaluated by the Committee on Awards  in a series of meetings to short-list the finalists. Only nominees who will make it as finalists will be subjected to the in-depth validation.

What is at stake?

A GAWAD CES winner shall receive a plaque with the Presidential Seal  and a prize money amounting to PhP 100,000.00.

When are the GAWAD CES winners recognized?

Recognition of the Awardee/s shall be led by the President in a formal award presentation ceremony to be held at the Malacanang Palace during the month of November, which is the anniversary month of the CES.




ELIGIBILITY & RANK

How does one acquire Career Executive Service (CES) Eligibility?

For one to acquire CES eligibility, he/she has to complete the four-stage screening process namely, 1) Written Examination; b) Assessment Center; c) Validation of on-the-Job Performance; and, d) Board Interview and comply with such other requirements as may be prescribed by the CESB.

How does one become a CESO?

Upon conferment of CES Eligibility and after complying with all other requirements prescribed by the Board, a CES Eligible appointed to a CES position may already qualify for appointment to a Career Executive Service Officer (CESO) rank by the President of the Philippines.

What is the ranking structure in the CES?

The six (6) ranks in Career Executive Service (CES) ranking structure are as follows:

How is one appointed to a CES rank by the President?

Appointment to a CES rank may be made by the President from a list of CES eligibles recommended by the CESB.

A CES eligible appointed to a CES position may, after compliance with the requirements prescribed by the CESB, qualify for original appointment to a CES rank based on the salary grade corresponding to the position he/she occupies.

Upon compliance with the requirements prescribed, a CESO, who is promoted to a higher CES position, may be appointed by the President to the equivalent higher CES rank upon recommendation of the Board.


PROFESSIONAL DEVELOPMENT

 



What is the Executive Leadership Program (ELP)?

The ELP is the basic training program for career executives.  It is composed of three training courses, namely:   “Salamin ng Paglilingkod” or SALAMIN focusing on the “self”; “Diwa ng Paglilingkod” or DIWA focusing on “others”; and “Gabay ng Paglilingkod” or GABAY focusing on the “organization”.  The ELP (or its individual course components) constitute part of the training requirements for original and promotional appointment to CES rank, in accordance with CES Board Resolution No:  718.

What is the SALAMIN course?

SALAMIN, an intensive fifteen-day course, enables executives to:   a) examine their values; b) increase their awareness and understanding of leadership styles and contexts; c) examine and internalize needs, standards and aspirations for increased responsiveness of state policies and programs; and to d) clarify and manage their values and leadership styles.

What is the DIWA course?

DIWA offers sessions aimed at enhancing appreciation of and strengthening interpersonal, public relations and teambuilding skills of executives.

What is the GABAY course?

GABAY offers modules, conducted separately or as an integrated course, on special topics for executives to enhance their knowledge and competencies in responding to strategic and contemporary demands and challenges in public governance.  The modules include seminars/ workshops on the:   a) Rights-based Approach to Governance and Development; b) Information and Communications Technology for Managers; c) Public Service Ethics and Accountability; d) Administrative Justice; and e) Financial Management.

What are accredited training programs?

Accredited training programs focus on specialized topics and concerns in leadership and management to sharpen and upgrade executive competencies for optimal and high-quality work performance.  Developed and conducted in partnership with accredited training providers, these modules include workshops on:   a) Problem Analysis and Decision Making; b) Delegating and Monitoring; c) the Power Principle; d) the 7 Habits for Highly Effective Managers; and e) selected Information and Communications Technology Courses offered by the De La Salle University - Institute of Governance.  These programs constitute part of the training requirements for original and promotional appointment to CES rank, in accordance with CES Board Resolution No:  718.
